F has the capacity to form one hydrogen bond with partial positive hydrogen of neighbouring molecule.While water forms two hydrogen bonds per molecule,the reason is that water has two partial positive hydrogen atoms and two lone pairs on oxygen atoms.Hence water has strong hydrogen bonding than HF which leads to its high boiling point.
